2022-2027 Transportation Improvement Program Creation Process

CDTC has adopted its TIP for the Federal Fiscal Year period of 2022-2027 (October 1, 2022 – September 30, 2027). The TIP is expected to go into effect after the completion of the State Transportation Improvement Program (STIP) process.

2019-2024 Transportation Improvement Program

The Transportation Improvement Program (TIP) is a multi-year program of transportation projects that implements the products of the planning process described in New Visions 2040, CDTC's long-range regional transportation plan. Federal regulations require that transit, highway and other transportation improvement projects within the Capital District metropolitan area be included in this TIP if these projects are to be eligible for federal capital or operating funding from the Fixing America's Surface Transportation (FAST) Act. The program should also include, for informational purposes, non-federally funded projects and New York State Thruway Authority projects located in the region.

By law, CDTC must update its Transportation Improvement Program every four years as an integral element of a new Statewide Transportation Improvement Program (STIP). While CDTC's practice is to maintain a five-year TIP, the STIP covers only the first four years of the period.

NY State Transportation Improvement Program (STIP)

The Statewide Transportation Improvement Program (STIP) is a compilation of all MPO TIP's in the state, plus a list of all federally funded projects or project phases in non-MPO areas.  By law, each MPO's TIP must be included completley in the STIP.
