AKA the Albany Corning Preserve Bicycle & Pedestrian Connector Ramp

Converts NB I-787 Ramp from Quay Street to Clinton Avenue to a linear park, connecting Broadway to the Corning Preserve

NYSDOT moved .150M from C to D and added .100M to C. STP-Urban funds were not obligated, so they rolled over.
