The first round of programming (based primarily on quantified merit) focused on four areas that were
under-represented in the existing commitments in the draft 2003-08 TIP, relative to policy commitments in the adopted New
Visions 2021 plan. Categories of
projects under-represented received programming earmarks for Round One. The earmarks were: $10M for ITS initiatives,
$6M for pavement projects, $30M for bridge projects, and $2M for stand-alone
bicycle/pedestrian or safety projects.
For this round of programming, CDTC set-aside and programmed $50M.
For Round Two, CDTC considered the compelling arguments for any candidate from any category in building a balanced program. The amount set-aside for Round Two programming was $25M.
CDTC considered adding more projects in a Round
Three, intending to reserve up to $5 M for that purpose and insuring some
ability to respond to public comment.
New information regarding scarcity of Surface Transportation Program (STP)
funds, received during the public review period, precluded a formal Round Three
of project selections. (Remaining project candidates for Round Three
consideration were all STP funding candidates.)
The revised funding information also led NYSDOT
Region 1 to ask CDTC to modify the scheduled infrastructure repair on I-87 and
I-90. In combination with deferral of
three projects (A196, R224 and R225) from the three-year TIP to the fourth
year, CDTC added three bridge projects on I-87 to the TIP after the public
review period. These are listed below as
"Interstate Bridge Projects" and are the only project commitments in
the list that did not result from CDTC's competitive project solicitation and
evaluation process.
