APPENDIX F- Public Comments appendix F

 

 

CDTC provides a public comment period of at least 30 days during the TIP update.  The public comment period during the 2003-08 TIP update was from the approval of the draft TIP on February 20, 2003 to May 6, 2003 (just prior to the Planning Committee approval of the final TIP).  Appendix F normally will include comments received from the public during that public review period, along with CDTC staff responses endorsed by the Policy Board. 

 

1.      Mr. Frank McGinty, Private Citizen: Expressed come comments about project R166 (NY 7, from CR 95 to the Vermont State Line: Reconstruction). 

 

Response: Since the project is state-funded, and on the TIP for informational purposes only, his comments were forwarded to NYSDOT Region One.

 

 

2.      Mrs. Enos J. Weis, Private Citizen: Mrs. Weis complimented the scope and geographic placement and concerns about funding.  She suggested an implementation based on need and relatively low cost, and treating bridges and safety projects as a priority.  Mrs. Weis also pointed out that a “delay in the I-87 Exit 3 or 4 as well as the Everett Road work (A240 & A237) could defer to A341 due to the number of accidents” and that “A198 also qualifies as a high safety concern”.

 

Response: CDTC staff responded in writing to Mrs. Weis thanking her for her comments and informing her that they will be considered before final approval of the TIP.

 

 

3.      Assemblyman Robert G. Prentiss: The Assemblyman expressed his support for the candidate project that would build a service road in Colonie, specifying benefits that would be produced by its implementation and stating that it was the top project in its category.

 

Response: CDTC staff responded in writing to Assemblyman Prentiss thanking him for his comments and informing him that the project would be considered in round three programming.

 

 

4.      Mayor Mark Pattison, City of Troy; Claude Rounds, Vice President for Administration, Rensselaer Polytechnic Institute; Pamela Rehak, Vice President, Planning and Community Health, Seton Health; Beth Steckley, President, Hillside Neighborhood Association; John Corey, President, CFIC-Qdrive; David Wendth, Senior Project Manager, Northeast Health, Inc.:  All of the above expressed strong support for the inclusion of the City of Troy’s NY Route 7, Hoosick Street project in the 2003-2008 TIP.  Letters highlighted the role of Route 7 as a regional vehicular facility that is not part of the Interstate system, recent and planned expansions of nearby facilities such as RPI, NE Health and Seton Health, and the major deficiencies of the corridor including congestion, lane restrictions, structural deterioration, poor pedestrian access and the lack of streetscape amenities.

 

Response:  CDTC responded to each of the above individuals in writing thanking them for their comments.  They were also informed that the project was considered among the 55 candidates for inclusion in the 2003-2008 TIP.  Due to the large number of high quality projects and the limited funding available for new projects, it was not chosen for programming.
