The Highway Safety Improvement Program (HSIP) is a core federal-aid program that provides funding for safety projects on any publicly owned roadway to reduce fatal and serious injury crashes.
To access HSIP funds, applicants may need to submit Traffic Engineering (TE) Crash Analysis Forms to CDTC and NYSDOT to review HSIP eligibility. Visit the the NYSDOT Accident Analysis Toolbox for more information.

Crash Data has become publicly available than ever has technology has automated data entry for crash reports, the transfer of crash reports electronically to the NYS Department of Motor Vehicles and through the availability of online crash data applications in which users can access and wide variety of crash data
The Institute for Traffic Safety Management and Research (ITSMR) recently unveiled a publicly available Traffic Safety Statistical Repository which anyone can access to review crash data in their community. While this tool does not provide location data for the crashes, it does provide a wide range of useful information regarding crashes.

Federal law requires the Transportation Council to address the security of the transportation system for motorized and non-motorized users in the transportation planning process. The Transportation Council recognizes that the primary responsibility for transportation security lies elsewhere. NYSDOT, other transportation service providers, state/county/local governments, and emergency responders are tackling security planning from various perspectives. The Transportation Council will consider examination of security issues and incorporation of security actions using computer modeling and scenario planning in transportation planning and investment decisions.

The Local Road Safety Action Plan is modeled after the New York State Strategic Highway Safety Plan (NY SHSP) and is an identified Proven Safety Countermeasure by the Federal Highway Administration (FHWA). The planning process analyzes crash statistics, identifies emphasis areas, and describes projects, programs and policies with the greatest potential to reduce fatal and serious injury crashes and reduce crash rates on local roads. The Transportation Council was assisted by VHB Engineering and River Street Planning and Development on the development of this plan.

The Transportation Council's Regional Operations and Safety Advisory Committee (ROSAC) serves as the Technical Advisory Committee for the Safety Plan. All ROSAC meetings are open to the public and meeting materials are provided below:

Focus Groups
In May 2018, two focus group meetings were held to get input on some of the initial crash data summaries and to learn what issues are important to those concerned with transportation safety. Focus group attendees included those from law enforcement, community traffic safety groups, bicycle and motorcycle advocates, county safety educators, transportation providers, among many others.

The Transportation Council's Safety and Security Planning Program
The Transportation Council maintains an active and ongoing safety program to assist NYSDOT and local governments with reducing crashes on the roadway systems they own and maintain. A data driven safety program based on crash data analysis allows communities and agencies to better target limited financial resources to transportation investments that have the greatest impact on safety. Increasingly, transportation system programs are being developed to identify safety deficient locations before a serious crash occurs. The Transportation Council's Community Planning Technical Assistance Program can offer local governments assistance with crash data analysis.
To reinforce the need for a data driven safety program, federal requirements now include performance measures for safety and require the state and the Transportation Councilto set targets to reduce the number and rate of fatal and serious injury crashes as well as reducing the number of fatal and serious injury crashes involving non-motorized roadway system users on all public roads.
