Project Selection from, Monitoring, and Amending, the TIP
With adoption of the 1994-99 TIP in July 1994, CDTC incorporated new language into the TIP regarding "Project Selection for an Approved TIP". The project selection criteria provided broad latitude to implementers (primarily NYSDOT and CDTA) for amending project schedules within the first three years of the TIP. It also provided broad latitude for changing fund sources within highway categories. The project selection criteria were supplemented by a revised set of TIP Amendment procedures adopted in conjunction with its formal Public Participation Procedures in December 1994.
Application of the adopted procedures was not fully satisfactory. While providing ample flexibility to project implementers, the procedures did not ensure adequate accountability to other CDTC participants regarding project status or project development emphasis of the implementers. Therefore, with the start of the 1997-02 TIP plans were made to produce a procedure to allow all participants regular opportunity to consider the impact of actions made by project implementers.
To achieve this, a working group consisting of NYSDOT, CDTA, the Thruway, and local government met to draft a recommended procedure, which was then reviewed and approved by CDTC. The process involves NYSDOT and other implementers submitting changes and updates to project status to CDTC staff on a quarterly basis. The staff then presents these changes and updates to the Planning Committee.
