Steps in Converting 2009-14 Draft Listings to 2010-15 Draft Listings
Change years in heading
Leave project funding in columns, which effectively:
1. assumes a one year delay for all phases
2. leaves all committed projects in committed year (if 09-14 listings were accurate, then one year would’ve rolled off)
3. leaves post projects were they are instead of bringing them into the five-years
For the most part Regional projects don't need replenishing because funds are left in the years they were for the 09-14 listings.
Instead, they need to be examined at the committed and first year for consistency.
RG28 (ITS Set-Aside) was replenished in fifth year and adjusted to show the drawdown by CDTA for T82
RG29 (CDTC Services) first year was changed to be consistent with 09-14 by year. This means moving all funding one column to the left and adding funding for the fifth year.
Projects approved on 1/20/10 are included with a project title and funding
1. P phase in year 2
2. D phase in year 3
3. C phase in year 5
4. SA245 (Mechancville safety project), funding is closer to the front
Actions taken on 2/3/10 are included:
1. Most post projects were moved into the fifth year
2. A290 & S97 stayed in the post period and were reclassified as being underfunded
3. Amendments needing Policy Board action are included. Just like the draft listings, both need policy board approval.
Some actions taken on 2/10/10 are included:
1. Round 2 additions are included in the post period, with design in the 2nd & 3rd year.
2. Changes proposed by Region One to some costs and schedules are included. Those projects are
RG15, RG23, RG28, RG112, RG114, A448, A468, A483, A484, A489, A490, A491, A512, A513 (Deleted),
R240, R241, R243, R246, R269, R281, R284, R286, SA108, SA157, SA198, SA233, SA244, S96, S124, S182,
and S183.
3. Amendments needing Policy Board action are included. Just like the draft listings, both need policy board approval.
4. Additions to the HBRR program are included, but all construction funds are in the fifth year, pending a schedule proposal from DOT.
Budget estimates have been updated for the fund sources shown in the data we received form the Region.
That means no HBRR-NY, Stimulus or Transit update. It also means summary tables have funding
for five years, not the preferred seven.
