Public participation continues to be an ongoing, interactive and collaborative process at CDTC encouraging stakeholders, other interested parties and the public to provide input on the planning process, helping us improve the plans and programs we produce.

CDTC has released the draft documents below for public review and comment. After receiving comments and making any needed revisions, the Policy Board will consider each for adoption in September 2011.
Hardcopies of the documents are available by contacting CDTC and summary documents are available by visiting the
major libraries
in the Capital District.
CDTC is seeking written comments during the official comment period from June 16, 2011 to Wednesday August 17, 2011.

Draft New Visions 2035 Plan Update:
CDTC's Regional Long-Range Transportation Plan (RTP), New Visions 2035, can be considered a technical update and reaffirms the principles, strategies and actions of the
New Visions 2030 Plan.
Appendix C outlines the remarkable progress CDTC and our partners have made since its adoption in 2007.

Draft Revised Transportation Conformity Determination for the Albany-Schenectady-Troy Ozone Non-attainment Area:
The approval of a new transportation plan (New Visions 2035) requires
an update the current transportation / air quality conformity determination.
This report presents the results of the regional emissions analysis and describes the process
and methods undertaken by A/GFTC, CDTC and the NYSDOT Regions 1, 2 and 9
to demonstrate air quality conformity for the non-attainment area.

Draft Public Participation Policy:
CDTC’s Public Participation Policy encompasses the public involvement programs and outreach for all the major planning activities including the Regional Transportation Plan (RTP), New Visions, Transportation Improvement Program (TIP), Air Quality Determinations (if needed), and the Unified Planning Work Program (UPWP).

Draft 2011 Coordinated Public-Transit Human Services Transportation Plan:
SAFETEA-LU guidelines require an update to the Coordinated Public-Transit Human Services Transit Plan every four years. The 2011 Update to the Plan documents what has occurred since the 2007 Plan was adopted, including the many creative initiatives that were funded through the New Freedom Program since 2007 and the great strides made in coordinating communication between the region’s human service agencies.

The process to develop a much more in-depth long range regional transportation plan, New Visions 2040 will begin later next fall and will most likely take several years of research, public outreach and dialogue, to complete.
