Long-range Regional Transportation Plan

One of the primary responsibilities of the Capital District Transportation Committee is to adopt and maintain a long-range regional transportation plan. The plan must address social, economic and environmental factors and the inter-relationship of transportation and land use. The use of any federal highway or transit funds in the Capital District must derive from and be consistent with CDTC’s plan. CDTC’s long-range plan is called “New Visions for Capital District Transportation.”

The first New Visions plan was adopted in 1997 after nearly four years of extensive technical work and public outreach. The principles, strategies and general budgetary approach of that plan are still in place, guiding the use of federal planning, capital and operating funds in the metropolitan area.

The current plan is documented in the New Visions 2021 report. A New Visions 2025 Amendment updating the plan and extending it to 2025 was adopted on August 19, 2004.

CDTC is actively pursuing the next generation plan, to be called New Visions 2030. There are a range of technical and policy activities underway. Working materials are available for review.
