2. City of Albany Comprehensive Plan   The City has received 70 resumes from people interested in serving on the city's Comprehensive Plan Advisory Committee.  Selections should be finalized and sent to the full Council in early spring.  Doug Melnick, City of Albany

City of Albany Corning Preserve Phase 2   The City is working on a concept involving filling only the southern tidal pond and providing mitigation both at the Corning Preserve and at Tivoli Park.  Meetings with regulatory agencies have been held. A Joint Permit Application has been submitted regarding the above-scenario. A LWRP application was submitted in November 2007 for construction costs and a connectivity study.
The City is currently working on finalizing design objectives.

2. Planning for Mechanicville Local Waterfront Revitalization Program

The City of Mechanicville will develop a Local Waterfront Revitalization Program that will include an inventory of natural resources and reuse and planning strategies to address critical community needs.  Issues to be addressed include: industrial decline, unemployment, deteriorating buildings and infrastructure, and possible environmental contamination.  Emphasis will be placed on the developing initiatives to balance economic development with environmental conservation. 3. Feasibility Study for Mohawk River Crescent Trail Extension

The Town of Halfmoon will conduct a feasibility study of possible Crescent Trail extensions, currently in design for the Mohawk River waterfront.  The project is intended to study the social, physical and environmental concerns of extending this section of the Crescent Trail and will result in a conceptual plan for the trail route with preliminary cost estimates, identification of potential funding sources, and plans for construction implementation and management. 4. Town of Malta Downtown Greenspace and Economic Development Plan

Synthesis and Riverstreet provided an additional presentation at a joint workshop of the Town Board, Planning Board, Zoning Board and the public.  Some of the key points made during the presentation was that the downtown was geographically too large, that linkages needed to be better developed, that architectural review tools should be considered to guide development and that the Town should consider further defining specific areas of the downtown.  The consultant's analysis of Malta's Downtown Greenspace and Economic Development Plan is complete. The town board will begin to identify "next steps" based on the Plan's findings.

The scope of work will likely focus on trail connections and parking in the very busy waterfront area. 2. Schenectady County Blueway Trail $24,000

NYSDOS Funding
The Town of Glenville, in conjunction with Schenectady County, the City of Schenectady, the Village of Scotia, the Town of Niskayuna, the Town of Rotterdam, the Mohawk Valley Heritage Corridor and the Schenectady County Chamber of Commerce will complete a strategic plan for the development of a Blueway Trail along the Mohawk River. The trail will incorporate waterway transportation, recreational opportunities, and promote points of local interest. A blueway trail map was produced and is available on the County's website.  The project should be completed by June 2008.

This study will produce an implementation proposal based on stakeholder consensus for a high-quality bus transit connection from downtown Albany to the east, to the redeveloped Harriman Research and Technology Park, SUNY Albany, Nanotech and Crossgates Mall to the west.  The implementation proposal will include service design, station locations and conceptual design, right-of-way assessment, multi-modal connections and cost estimates.  A draft scope of consultant services is ready for Committee review.  NYSDOT has provided a draft funding agreement for CDTA Board approval.  The Harriman Linkage Study Advisory Committee will be reconstituted to provide guidance to the study, and to review and steer the scope of consultant work.  The RFP has been issued and responses are due on April 15th. 2. NY 5 Access Management Plan Consultant to be selected

4. Capital Region North/South Corridors to Improve Access to Emerging Employment Centers/Rail/BRT PB Americas, with Creighton Manning and Arch Communications

The study will review the most effective means to provide passenger transportation to emerging employment centers and other travel markets in the Capital Region.  It will include a broad overview of transportation possibilities and the Capital Region’s North/South corridors with respect to bus rapid transit (BRT) and rail/light rail opportunities.  The effort will be developed consistent with CDTC’s New Vision 2030 Plan.
The Consultant Contract was awarded 12/07 and is subject to approval of the NYS Comptroller.  The Study has a 7-month implementation schedule.  As of 3/21, the contract has not yet been approved, but CDTA has done significant data collection on NX services to inform the study.  Kristina Younger, CDTA

5. Harriman TMA Feasibility Study Consultant to be selected.

This study will advance one of the recommendations of the Harriman Linkage Study by further exploring with stakeholders the design and feasibility of the formation of the region's first Transportation Management Association (TMA).  A scope of work has been drafted and has a strong education and outreach component.  The desired outcome is a consensus on TMA structure, and the creation of the TMA using that structure.

 

The Study will be conducted parallel to the BRT Conceptual Design Study and build on the Committee structure from the Linkage Study.  Proposals are due to CDTA April 7, and a multi-agency selection committee will review the proposals.  A 9-month study duration is anticipated .
