2022-2027 Transportation Improvement Program (TIP)
The Transportation Improvement Program (TIP) is a multi-year program of transportation projects that implements the products of the planning process described in New Visions 2050, the Transportation Council's metropolitan transportation plan. Federal regulations require that transit, highway and other transportation improvement projects within the Capital District metropolitan area be included in this TIP if these projects are to be eligible for federal capital or operating funding from the Infrastructure Investment and Jobs Act (IIJA), also known as the Bipartisan Infrastructure Law (BIL). The program should also include, for informational purposes, non-federally funded projects and New York State Thruway Authority projects located in the region.
By law, the Transportation Council must update its Transportation Improvement Program every four years as an integral element of a new Statewide Transportation Improvement Program (STIP). While the Transportation Council's practice is to maintain a five-year TIP, the STIP covers only the first four years of the period.
The Transportation Council's Current TIP document was adopted in September 2022 to cover the five year period from October 1, 2022 to September 30, 2027.

The Statewide Transportation Improvement Program (STIP) is a compilation of all MPO TIP's in the state, plus a list of all federally funded projects or project phases in non-MPO areas. By law, each MPO's TIP must be included completley in the STIP.

Eligibile Applicants
The New York State Department of Transportation, the Capital District Transportation Authority, Counties, Cities, Towns, Villages and other public entities within CDTC's planning area are eligible to apply.
Project Eligibility and Federal Guidance
All projects must be eligible for federal aid funding programs under the 2021 Bipartisan Infrastructure Law (BIL) including the National Highway Performance Program (NHPP), the Surface Transportation Block Grant Program (STBG) and the Highway Safety Improvement Program (HSIP).
Proposed projects must meet all CDTC elgibility guidelines (2018).
Sponsors proposing projects on roads or bridges they do not own must submit a letter of support from the roadway owner.
Local Government sponsors are required to administer federally funded projects following the guidelines established by NYSDOT in the Local Projects Manual.

The guidance reflects the implementation of the IIJA amendments to the Surface Transportation Block Grant (STBG) program and the National Highway Performance Program (NHPP). Project Evaluation
All candidate projects are evaluated by the CDTC staff. 50% of the score is derived from a calculated Benefit/Cost ratio and 50% is derived from a Merit Category Score.
CDTC’s Planning Committee and Policy Board are ultimately responsible for funding awards.
Project Selection Process
CDTC’s Planning Committee reviews staff evaluations of the candidate projects, sets funding targets for the project categories, and negotiates sponsor priorities to create the proposed list of projects to be included in the TIP. The list is forwarded to the Policy Board and included in the Draft 2022-2027 TIP document. Public Review
CDTC releases the Draft 2022-2027 TIP document for review for a period of at least 25 days. CDTC employs a a variety of methods and technologies to reach as broad of an audience as possible, with particular efforts aimed at communities that have been historically excluded or impacted by planning processes. Public input is collected, responses are drafted (when warranted) by staff, and forwarded to the Policy Board and Planning Committee for consideration.
TIP Adoption and Effective Date
The TIP document with edits, public input, and other required documentation is considered and adopted by CDTC's Policy Board. The CDTC's TIP becomes effective on the date that the Statewide Transportation Improvement Program (STIP) process is complete.

The CDTC Transportation Improvement Program (TIP) Task Force is a subset of active CDTC Planning Committee members assembled to discuss how the CDTC TIP update process and TIP management procedures can be improved. The primary objective of the Task Force is to develop a TIP Policy Document that discusses recommended improvements to how the TIP is developed and managed. Once drafted, this document will be brought to the Planning Committee for review and approval to be implemented in subsequent updates of the Metropolitan Transportation Plan (MTP) and TIP. The policy document will empower CDTC staff to prepare updates to the TIP application, evaluation, and programming processes in accordance with guidelines established by the TIP Task Force.
