Linkage Program

The Transportation Council's Community and Transportation Linkage Program (the Linkage Program) provides funding for local governments to prepare community-based transportation and land use plans consistent with New Visions 2050 planning and investment principles. New Visions sets the stage for local planning decisions that support the development of a quality region with a safe, resilient, equitable and accessible transportation system. 

The Linkage Program has been recognized as a national best practice in livability planning and is the cornerstone of the Transportation Council’s public participation program. As of April 2022, the Transportation Council has funded 98 collaborative, jointly-funded studies in partnership with 43 local communities as well as not-for-profits and other public entities. Since the inception of the Linkage Program in 2000, over $7.3 million in federal, state and local funds have been committed to community planning.

Local communities play an important role in the regional transportation planning process. CDTC's New Visions 2050 plan recognizes that local governments are on the front line in choosing and developing a quality region through the planning decisions they make every day.

CDTC's Community Planner Forum provides a setting for local, regional and state governments to share best practices in land use and transportation planning.The Forum meets quarterly with topical community planning related presentations, webinar and training information, planning grant and technical assistance announcements and the latest planning news from CDTC and the Capital District Regional Planning Commission.

The Transportation Council has partnered with more than 40 municipalities to complete Linkage Program plans. Click on the community name to reveal a list of the final reports.
