The Local Road Safety Action Plan is modeled after the New York State Strategic Highway Safety Plan (NY SHSP) and is an identified Proven Safety Countermeasure by the Federal Highway Administration (FHWA). The planning process analyzes crash statistics, identifies emphasis areas, and describes projects, programs and policies with the greatest potential to reduce fatal and serious injury crashes and reduce crash rates on local roads. The Transportation Council was assisted by VHB Engineering and River Street Planning and Development on the development of this plan.

Technical Advisory Committee

The Transportation Council's Regional Operations and Safety Advisory Committee (ROSAC) serves as the Technical Advisory Committee for the Safety Plan. All ROSAC meetings are open to the public and meeting materials are provided below:

Focus Groups

In May 2018, two focus group meetings were held to get input on some of the initial crash data summaries and to learn what issues are important to those concerned with transportation safety. Focus group attendees included those from law enforcement, community traffic safety groups, bicycle and motorcycle advocates, county safety educators, transportation providers, among many others.
