Highway Safety Improvement Program (HSIP) Project Solicitation - Submission Deadline: September 23, 2016

CDTC is soliciting for Highway Safety Improvement Program (HSIP) Projects for its 2016-2021 Transportation Improvement Program (TIP). In this round of funding, CDTC is making $4.2 million in HSIP funding available to program safety projects. This solicitation is open to all eligible local, state and regional sponsors. In order to apply for HSIP funds, a Project Justification Package (PJP) must be prepared for each project proposal and sponsors must attend an HSIP Application Workshop.

Sponsors will need to use a data driven approach in selecting locations, systemic programs and appropriate countermeasures. The HSIP program has a local match requirement of 10% for most project types and there is no minimum or maximum limit on the project cost. Projects will be programmed anytime in the first four years of the TIP.

NOTE: Sponsors of the following safety projects in the fifth year of the TIP: A524-Albany County High Risk Rural Road Safety Program, R295-21st Street Realignment & Hoosick Street/Burdett Avenue Intersection and SA258-North Line Road/Old Post Road/Malta Avenue Intersection should submit a new application if they are interested in funding these projects.

HSIP Application Workshop September 7, 2016

The workshop will be held from 8:15 a.m. to noon at the CDTC Office. Presenters will include staff from CDTC and NYSDOT Region 1. Attendance is MANDATORY for all potential project sponsors.

HSIP Project Evaluation

Projects will be evaluated by the CDTC staff with 50% of the score derived from a calculated Safety Benefit/Cost ratio and 50% from a Merit Categories Score. Details on both are provided below. CDTC's Planning Committee and Policy Board are ultimately responsible for project selection.
