Performance Management

Federal Law established a performance- and outcome-based transportation program in MAP-21 and later the FAST Act. The objective is for States and transit agencies to invest resources in projects that collectively make progress toward the achievement of national goals. CDTC, as a Metropolitan Planning Organization, is required to coordinate with the state and transit agencies through its planning and programming activities to assist the state in meeting its goals.

NYSDOT/CDTC/CDTA Performance Management Agreement

For each of the following Performance Measure Categories, CDTC has agreed to plan and program projects that contribute toward the accomplishment of the State DOT targets for safety, bridges, pavement, system performance, freight and on-road mobile source emission performance measures. CDTC has also agreed to plan and program projects that contribute toward the accomplishment of targets for transit performance measures set by the Capital District Transportation Authority (CDTA).

Safety Targets

Freight Performance Targets

Freight Performance Measure Factsheet

The measure for Freight Performance on the Interstate System is found in 23 CFR Part 490, Subpart F. This section defines the Truck Travel Time Reliability (TTTR) Index. The measure applies only to truck travel on the Interstate system.

This measure compares the longer truck travel time (95th percentile) to the average truck travel time (50th percentile) for each reporting segment on the interstate highway system. Segments are weighted by mileage. The highest value during the year in each defined time period is used for each segment.

Mileage weighted segments are summed and divided by the total interstate centerline miles.

No threshold is established.

On-Road Mobile Source Emissions Targets

On-Road Mobile Source Emissions Factsheet

Measures to assess the Congestion Mitigation and Air Quality (CMAQ) program are found in 23 CFR Part 490, Subpart H. This section defines one measure, Total Emissions Reduction, for monitoring On-Road Mobile Source Emissions.

The Total Emissions Reduction measure is applicable to all States and MPOs with projects financed with funds from the 23 U.S.C. 149 (CMAQ program) apportioned to State DOTs for areas designated as nonattainment or maintenance for the National Ambient Air Quality Standard (NAAQS).

Emission reduction targets are required to be established for the ozone precursors nitrogen oxides (NOX) and volatile organic compounds (VOC). Targets are also required for carbon monoxide (CO) and particulate matter (PM10 and PM2.5).

Bridge Targets

Bridge Performance Measure Factsheet

As per the final rules that established regulations to assess the condition and performance of bridges on the National Highway System (23 CFR Part 490); States are required to assess the condition of bridges that carry the National Highway System (NHS), which includes on- and off-ramps connected to the NHS and NHS border bridges.

The regulation defines three classes for bridge condition assessment - percent of deck area of bridges in good, fair and poor conditions using the lowest of the four ratings related to bridge deck, superstructure, substructure and culverts on a 0-9 Scale:

Good when the lowest rating is ≥ 7
Fair if lowest rating is 5 or 6
Poor if lowest ratings is ≤ 4

The System Performance measures on the National Highway System (NHS) are found in 23 CFR Part 490, Subpart E. These measures compare longer travel time (80th percentile) to average travel time (50th percentile) during specified time periods.

Mileage that is "reliable" is multiplied by traffic volume and an average vehicle occupancy factor to determine the Person Miles Traveled (PMT) that is reliable.

The measures are the % that results from dividing reliable PMT by total PMT. The initial Level of Travel Time Reliability (LOTTR) targets are:

CDTA Performance Measure Factsheet

The performance measures assess the condition in which a capital asset can operate at a full level of performance. A capital asset is in a state of good repair when that asset (Map-21 §625.41):

1. Can perform its designated function
2. Does not pose a known unacceptable safety risk
3. Its life cycle investments must have been met or recovered

For age-based assets, the target represents the percentage of assets per class that exceed the CDTA-defined expected useful life (EUL). To reflect CDTA’s operational experience and policy for fixed asset depreciation and capitalization, CDTA has opted to utilize EUL in place of the default useful life benchmark (ULB).

The performance measures are related to rolling stock, equipment and facilities.
